Context:

Under the overall supervision of the Head of Programmes and the direct supervision of the Programme Coordinator (Emergency & Post-Crisis (EPC)), the successful candidate will coordinate the Displacement Tracking Matrix (DTM) Programme by strengthening the tracking and monitoring of displaced persons (internal and cross-border), and by developing the programme capacity to analyse root causes of displacement, phases of displacement (urban and irregular) and access to services across Ethiopia.

Core Functions / Responsibilities:

  1. Coordinate the Displacement Tracking Matrix Programme (DTM Programme), under the Emergency & Post-Crisis (EPC) unit, including the existing pillar (humanitarian situation of IDPs) and by developing two additional pillars; cross-border flow monitoring and analysis on the root causes of displacement, access to services (VAS) and displacement leading to urban/irregular migration.

  2. Establish and further strengthen Displacement Tracking Matrix (DTM) mechanisms across the three pillars of programming (IDPs, cross-border, root causes / VAS), including flow monitoring, site assessments and other information gathering systems.

  3. Ensure the timely production of all reporting and outputs of data collection, across the three pillars of programming, on behalf of the Displacement Tracking Matrix (DTM) Programme to be shared with various audiences.

  4. Ensure the provision of timely, accurate and adequate information to all relevant stakeholders on an ad hoc and regular basis regarding movements, new displacements, and protection trends while paying special attention to situation of vulnerable groups like the children, elderly and disabled.

  5. Coordinate field data collection on the humanitarian situation of Internally Displaced Peoples (IDPs) through existing regional DTM focal points, data enumerators, and explore linkages with NGOs in the field.

  6. Develop cross-border flow monitoring activities and hiring of staff at border entry points, linking flow monitoring in Ethiopia with neighboring countries including in particular South Sudan, Somalia and Djibouti / Yemen.

  7. Oversee the launching of pilot Village Assessment Survey (VAS) activities and research projects, focusing on the root causes of displacement in areas of origin, access to services, phases of displacement leading to urban and irregular migration, etc. to inform development-focused interventions around livelihoods and durable solutions.

  8. Strengthen the referral mechanism for specific and community-level protection cases / issues in collaboration with United Nations (UN) agencies and non-governmental organizations (NGOs) dealing with protection of vulnerable groups like Internally Displaced Peoples (IDPs), and through existing mechanisms, e.g. Protection Cluster / CP-GBV Sub-Cluster.

  9. Organize appropriate trainings for displacement monitoring teams on issues related to protection, multi-sectoral analysis, data collection and protection principles, technological solutions to strengthen data collection, humanitarian principles, etc.

  10. Organize and participate in frequent and ongoing field visits to areas of internal and cross-border displacement, as well as areas of origin for Internally Displaced Peoples (IDPs), to collect information through community assessments, focus group discussions and individual interviews.

  11. Ensure the maintenance of organized database(s) and reporting mechanisms for all information collected on internal / cross-border displacement and root causes of displacement.

  12. Ensure the integration of protection / gender issues and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all Displacement Tracking Matrix (DTM) activities.

  13. Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities.

  14. Actively participate in relevant interagency meetings (Government, UN, I/NGOs, other partners), including cluster/sector, working groups and task force meetings and follow up on resulting action points and recommendations; share meetings minutes with relevant units/colleagues.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Social Science, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Relevant professional experience in the field is required;

• Experience in Information Management or Disaster Risk management is required;

• Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach;

• Experience in project management and implementation;

• Experience in training data collectors who work in camps;

• Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;

• Experience in the development and implementation of population database a distinct advantage;

• Working experience in the region is an asset.

Purpose of the post:

Specific Tasks

The C4D Officer will work under the supervision of Chief of Field Office with dotted line reporting to C4D Specialist at Addis ECO. He/she will work closely with C4D specialists, emergency and C4D focal points in Health, WASH, Nutrition, Education, Child Protection in Ethiopia Country Office and Field Office including TAs at Regional/zonal level to undertake the following;

Planning and implementation

 

  • Support UNICEF’s response in C4D as part of the overall emergency response (Health, WASH, Nutrition, Protection, and Education) sector coordination mechanism of the field office and the Somali Regional Health Bureau.

  • Provide technical and coordination support to C4D trainings at regional and Zonal level for Government counterparts, partner organizations, and their volunteer networks.

  • Contribute to the compilation of UNICEF information products related to the C4D emergency response including situation reports.

  • Build the capacity of a social mobilization multi-sectoral regional platform (Health, Education, Religious groups, CSOs, Medias, etc.) in terms of coordination, planning, monitoring C4D interventions including emergencies, SBCC and use of emergency communication materials for creating a strategic network of social mobilization trainers.

  • Support the regional Government counterparts and partner organizations in mapping community platforms and networks for proper C4D planning

  • Supports needs assessments, strategy and training material development including exchange of experiences, to build capacity in participatory behavior and social change communication, for government and other partners at the Regional and Zonal level, to ensure development and emergency-related results are sustainably met.

  • Provide technical support to UNICEF, Regional Health Bureau (RHB) and C4D partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D in emergencies based on epidemiological situation.

  • Support to contextualise the development, pretesting, translation and repackaging of existing as well as new BCC materials in consultation with relevant Ministries/regional bureaus, respective C4D Specialists and Programme Officers in programme sections.

  • Contribute to the mainstreaming of C4D components in sector donor proposals; plans and monitors the use of budgetary and donor resources for C4D activities.

    Undertakes the management of Somali Region specific cross-cutting Programme Cooperation Agreements/ Small-Scale Funding Agreement at the field office on behalf of all sector programmes.

     

    Monitoring, coordination and reporting

     

 

 

  • Monitoring and tracking the performance and contribution of the C4D interventions to the overall response in close consultation with C4D Specialist in Addis.

  • Contribute to the drafting of the C4D components of the funding appeals, donor reports and project proposals related to the drought response.

  • Undertake Somali Region regular field monitoring and report based on agreed C4D indicators

  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments/KAP surveys

  • Compile Somali C4D reports, emergency and development, from the field and update progress on key results

    Expected background and Experience

    Academics

    Bachelors degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication and research training and impact evaluation of communication interventions.

    Work experience

     

     

  • A minimum of 5 years of progressively responsible experience in planning and implementing C4D programmes with either the UN, IO, and/or NGO, especially in emergency contexts.

    Previous experience in working with Somali communities is an added advantage.

Overview:

HAI is a leader in access to high-quality and stigma-free health care. Since 2009, HAI has implemented effective, large-scale programs that reach heavily stigmatized key populations in Nigeria, Côte d’Ivoire, Ghana, Ethiopia, Rwanda, and the Dominican Republic with comprehensive HIV/AIDS prevention, treatment, and care services. HAI is currently seeking a Consultant to lead and coordinate the development of a proposal focused on identifying key and priority populations and providing HIV prevention and treatment services and linking with community- and facility-based HIV services across the clinical cascade in Ethiopia.

Key Responsibilities:

In conjunction with HAI staff, the consultant will:

  • Develop a consortium of local and international service providers to provide HIV prevention and care services for Key Populations at risk for HIV;

  • Be the lead writer of a proposal for HIV prevention and care services for Key Populations at risk for HIV in Ethiopia;

  • Ensure that objectives/outcomes/activities proposed:

    • respond to technical and financial requirements set out in request for applications;

    • conform to local and international standards for state of the art services;

    • are appropriate to local HIV epidemic;

    • consider the local political and cultural context;

    • leverage HAI’s unique experience and expertise.

Deliverables:

The Consultant will complete a final proposal including the points listed in the key responsibilities section above.

Qualifications:

Technical responsibilities

  • To achieve the objectives of the position, the Project Coordinator – Legal Protection Coordinator will perform and undertake the following tasks and responsibilities:

  • In collaboration with the Shire-based Program Manager and Area Manager, lead the development and ongoing reviews of a detailed strategy and work plan for all Access to Justice activities, ensuring the guiding documents draw on international best practices and global research, lessons learned from the field-level and reflect implementation realities related to key migration and protection issues in the region.

  • Provide technical guidance to Area managers in Fafan and Liben Zone to the planning, coordination and review of activities related to Access to Justice in these areas.

  • Provide ongoing technical guidance to the implementation teams in the area of Access to Justice and relevant legal frameworks, in Tigray and Somali Region.

  • Design and conduct capacity building and training activities for relevant duty-bearers and other stakeholders, such as members of judiciary or law enforcement, who provide services for host communities and refugees in the subject areas of international protection standards for refugees, migrants, and other displaced persons.

  • Forge relationships with appropriate legal aid providers to enable service expansion into refugee camps in all areas of implementation.

  • Design and conduct awareness-raising campaigns on migration options and risks for Eritrean refugees and host communities in the Shire area.

  • Design and promote gender-friendly awareness raising related to Access to Justice and customary rule of law for refugees and host communities.

  • Lead the development of Access to Justice referral mechanisms for refugees and refugee host communities in Tigray and Somali Zones.

  • Support the development and implementation of effective monitoring and evaluation tools and systems related to Access to Justice, including identification, design and implementation of needs assessments, profiling exercises and other research initiatives, which contribute to enhancing knowledge of Access to Justice issues relevant to the project.

  • Oversee progress and coordination of the Access to Justice activities in collaboration with the Program Manager and implementing teams, ensuring project objectives are achieved while ensuring rigor and quality.

  • Establish and maintain relationships with key stakeholders related to Access to Justice, migration and protection issues at the Shire, camp and local authority levels, including participation in relevant cluster and working group meetings and other coordination fora.

  • Identify and advise on key risks related to the project’s Access to Justice activities and ensure effective reporting of such risks.

  • Lead project reporting related to Access to Justice components, ensuring reports are completed to a high standard and in a timely manner.

  • Ensure that all training components, assessment and monitoring and evaluation tools are shared and applied by the implementation teams in Liben and Fafan Zones.

Technical responsibilities

  • Primary focal person for DRC’s protection interventions in the area;

  • Collaborate with partners to prepare and conduct needs and stakeholder mapping and analysis;

  • Plan and conduct trainings on international protection standards for refugees, migrants, and internally displaced persons;

  • Support the establishment of links to appropriate legal aid providers, such as university law faculties or mobile legal aid initiatives, to enable service expansion to refugee camps;

  • Facilitate the extension of referral systems particularly to access legal aid services;

  • Train and mobilize refugee communities in order to enhance dispute resolution structures;

  • Conduct trainings on refugee protection, protection principles (migration, trafficking) for duty bearers, legal professionals, law enforcement officials, and customary law focal points;

  • Conduct awareness-raising activities on migration options and risks, with specific attention to gender, and on protection concerns related to gender and customary justice;

  • Develop and implement surveys and needs assessment in refugee and host community areas in collaboration with field team and other stakeholders;

  • Organize and implement training for communities as per identified needs.

Program management responsibilities

  • Prepare, regularly review, and implement the activity plan for protection activities, as per requirements under the RDPP projects;

  • In collaboration with DRC’s area management and procurement teams, prepare and implement protection plans for the timely delivery of activities;

  • Regularly monitor and evaluate the projects performance, provide timely inputs, feedback and impact of the DRC protection interventions in the area;

  • Support the Area Manager in preparing and implementing of annual and quarterly work plans;

  • Ensure the application of humanitarian principles and DRC’s Code of Conduct and commitments under the Core Humanitarian Standard in all actions and activities;

  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, disability and clan affiliation;

  • Provide monthly, quarterly and annual reporting to DRC and partners as per agreed formats.

Supervisory Responsibility

  • Supervise 1-2 field assistants and monitor team performance and activity;

  • Collate monthly reports from team members and submit the reports to the Area Manager;

  • Facilitate ongoing evaluation of the team’s effectiveness;

  • Ensure that all recruitment, staff performance management, and leave management and are as per DRC’s HR Manual.

Representation and coordination

  • Represent DRC at relevant protection related forums/ meetings;

  • Ensure that DRC maintains excellent and productive relations with key stakeholders, community members, local authorities, partners and donors;

  • Conduct regular stakeholder analyses to maintain updated strong understanding of local dynamics/ relationships in the area of intervention;

PERSONAL SPECIFICATIONS:

Essential:

  • First Degree or equivalent in law, social work, or other relevant field;

  • Minimum two years’ experience delivering protection activities (case management, legal aid, trainings on protection standards, or similar) preferably in rural/refugee hosting areas;

  • Prior understanding of Mixed Migration and/or Access to Justice is a considerable advantage;

  • Minimum two years’ experience working in community development, refugee assistance and/or community mobilization;

  • Experience of working with Non-Governmental organisations;

  • Good spoken and written English; Somali language skills is an advantage;

  • Prior experience implementing protection activities in refugee settings is an advantage;

  • Experience working with local government organizations, planning and implementing capacity building activities, is an advantage.

  • Good communication skills and ability to conduct trainings and meetings;
